i saw a birth certificate locally with  the "Social security act" where the parish should have been at the top. Does anyone know why this was. the year was 1923.

Hello Baz

The first point to note is that a Birth Certificate does not include the name of a parish. Along the top it will have the Registration District (and possibly the Sub-District depending on the date) together with the name of the County. The place of birth given in the second column can contain almost any detail.

Have you compared the Date of Birth with the date that the certificate was issued? I think it is possible this certificate was issued sometime after the birth so that some claim could be made under the Social Security Act, may be even some kind of pension possibly.

My guess would be that the Birth Certificate you have seen has been a replacement because the original had been lost and that the certificate was needed for some statutory purpose in connection with Social Security and because of this the cost of the replacement certificate will have been less or possibly free.
