I am trying to trace the lineage of Susanna POWELL who married John LLOYD on the 28th June 1824 at St. Alkmund's Church, Shrewsbury. She is described in the marriage banns as "of this parish" and she was a spinster. There is a baptism in Wellington on 16th August 1801 for a Susannah Powell daughter of Thomas Powell and Charlotte PRICE but cannot confirm if this is her. Perhaps IGI is missing some vital records from the Shrewsbury area.

I would not be happy associating a person living and married in Shrewsbury with one baptised in Wellington in 1801 unless there was a very strong connection - it was a long walk!
There are gaps in Family Search (IGI) for Shrewsbury so you will need to check each of the town parishes to establish which are covered and then do a manual search through the others at Shropshire Archives or a Family History Library.
You can look up parishes on Steven Archer's 'FamilySearch: a Guide to the British batches' web site which will give you the dates covered for Births / Baptisms and Marriages for each parish. There is a long list under Shrewsbury.

By any chance was she working in the Pipe Shop in Longden Coleham in Shrewsbury (and hence a connection with Broseley)?

If you are a member of Ancestry, there are a couple of trees that are same as info you gave out. They both have parents of Susanna Powell as who you said but no other details .
