Trying to find any reference for the death of an Elizabeth Luther nee Palmer, wife of Samuel Luther.
Possibly at the village of Clun, 1851onwards.

Do you know when Samuel died ? Could Elizabeth have remarried?
Following on from grannym's comment - there is a marriage of an Elizabeth Luther on FreeBMD to a William Williams, Clun, Sept. 1858, 6a 873.
Samuel died in 1865, so both the options you note, I will be chasing up
